Codeberg (Gitea) has a feature called Projects - you can use that to manage the workflow (board colors by me). Then if you assign an issue to a Project it'll land in whatever board is specified as default (I set Inbox) then team members (or just you) can decide what should be done (move to TODO) and star the process, without being distracted by new tasks coming in and demanding attention immediately.

GitLab had this feature for a while before GitHub. I used it on a small project and it was a better experience than what I had used prior: JIRA, Trello, because it was closer to the code. That said in other projects the linear single column didn't quite express the workflow we had which was sometimes frustrating. However seeing a flowchart for a Kanban and trying to navigate it would also be frustating ha.
